Your battery needs to have a sustained 10V to excite the starter. Make sure all of the electric consumables are turned off: headlights, radio, cabin blower, etc.
The one motor that turns on when you turn the key to pos II is the idle air pump which is probably the humm you hear. Keep charging the battery.
The major fault for vacuum leaks is the small elbow that is partially hidden and behind the PS pump. It is a bear to get to, so try wraping it with lots of electrical tape as a stop gap measure.
