It could very well be the FPR. The FPR has a vacuum line that goes to intake manifold, pull it off and see if there is petrol in the line. Replace it if it does.
Then check the vacuum lines for cracks close to the intake manifold and the line that goes to just in front of the turbo. There is a little nipple there to hold the line in place, the nipple tends to get clogged.
The 1998 service light can only be reset by the dealer. Black tape works wonders. I used it to let me know when I was able to use the turbo, 2 minutes after start up.
