I had a similar issue recently, and was stressing about all kinds of potential causes, until I realized it was just a weak battery.
You need a minimum voltage for the starter to kick in. Put on the ignition, put the lights on, and measure the voltage across the battery terminals. In my case, even though the lights seemed bright, the voltage was down to 9-point-something. Should be in the neighborhood of 11 V with the engine off.
Btw., I also unhooked the glove compartment light, b/c it would stay on occasionally.
