Mike,

Her's my guess. There are four screws that secure the facia panel inside the car. Their are also 4 bolts that secure the top of that part to the firewall, accessible through the engine compartment. The screws' locations are: 1 on each side by the front doors and one on either side of the shifter.

To access the side ones, pull back the trim piece that goes from the bottom of the dash across the carpet and you will see the torx 25. To access the middle ones, remove the console and you will see where each side of the dash is secured by a torx 25.

On my car the middle brackets had broken. Rather than remove the entire bracket assembly (which looks VERY involved), I used J-B Weld to reattach the broken parts. After letting it set for 24 hours, I carefully tightened the screws to @7 ft.lb. After six months I am happy to report that all is secure and rattle free.

I think that Volvo should include J-B Weld in the factory tool kit.
