I have a 98 S70 GLT (low pressure turbo). My mileage has consistently been 22 to 23 mpg for mixed hwy & city. I have tried both econ & the sport mode and have not noticed any difference.

The one thing I have not tried is going higher octane (I always use 87 Chevron or 76 station gas).
