Doug,

New pads will not raise your brake pedal. The only difference you will see is the fluid level in master cylinder reservoir. It seems that you got air in your brake lines and need to bleed the brakes. I suggest a visit to http://www.geocities.com/ozbrick850/ that has an excellent description of pressure bleeder that, in my opinion, is far less likely to introduce air during bleeding or flushing.
