Most codes for most cars are proprietary. That's why there are OBDII reading tools for each manufacturer (each manufacturer even requires a different cable). You won't find a scanning tool for that cheap which can read many proprietary codes. Scanners used by professional mechanics to read all codes are very expensive. Really has nothing to do with Volvo in particular as you would find this issue with just about any car.
