I would check the ground cable on the battery, and if there is a bunch of white stuff on the red cables, clean them off as well.
You are correct, the alternator should be putting out about 14.5V or so. The 13.7V isn't bad enough to warrant a new regulator(which has brushes as part of the unit), but it is time to watch it.
I would also check the wires at the starter and make sure they are tight. Just make sure you disconnect the battery first, those wires are live and will make a mess of your wrenches :) to say nothing about cursing when you ground a wire by mistake!
