When you clean the flame trap there are two hoses attached to the plastic gizmo that holds the flame trap, a small one with a rubber elbow, and a larger one with a clamp to hold it on. If you can trace the large one it routes under the intake manifold to the top of the PCV box that is bolted to the side of your block with 10mm bolts, It is just under the intake for cylinders 1 & 2. There is no "PCV" valve that could be stuck. I have seen PCV boxes (with age) become clogged and need replacing. Normally on the cars that go 10K between oil changes or longer. Overheating can speed up the clogging of the PCV box as well. Not sure how much oil you are talking about but I have seen oil there at the flame trap, not unusual. The flame traps I change are either brown and crusted clogged for the most part, hard to get out, or slightly oil soaked and come out rather easy. I believe the crusty ones are from lack of maintance.
