I have yet to drive a European car of any make that had an AC system that can handle 90F+ with dew points above 70F (hot & humid).
None of the gauges you buy over the counter are very acccurate. The big box stores used to have stand alone gauges, but I think they went to the garbage gauge on the can - which is useless.
A pressure gauge should show 17psi low to 45 psi high, with the compressor clutch engaged.
The real problem with Volvo, et al, is the air flow through the condenser is limited. With high heat & humidity, you do want to close the center dash fresh air vent. If you have ECC, it should activate the recirc damper. If you have MCC, use the recirc for the first 10 minutes.
