you can't measure the level directly.
however, when it gets really low, it will "fast cycle" i.e. the compressor goes on/off every few seconds. when you start adding refrigerant from a can (you do this whith A/C running), you will notice the cycle times getting longer until the compressor stays on for long intervals.
I have been using a kit like the one pointed out by LilHelpHere, and it's worked great.
once I had a problem that was not solved by adding refrigerant. that time, the A/C function was intermittent. there's a relay that makes sure the radiator fan is on continuosly while the A/C is on. in my case, a wire going to this relay was broken. (So the A/C only blew cold when the radiator happened to be on to cool the engine, or while driving at higher speeds). Kudos to Klaus for helping me figure that one out!
