The center console switches may be messed up from coffee, coke, and water splashed onto them.

If you can hear the motor work inside the panel, then you have to remove the panel and find out why the glass is binding up. There are just 2 wires to the the motor, the switch reverses polarity to make the motor turn clockwise/counter clockwise.
