The official response from Volvo North America Customer Care:

There is some fiberglass material used in the muffler for sound deadening. You asked if it was "typical" for this material to come out the tailpipe. This is not typical but it could occur if the muffler has started to deteriorate or, perhaps, a rodent got in and started tearing material.
