I refuse to swap the timing belt on my 1998 at 35K miles! That is just legaleze. The belts are different for the newer cars and the tensioner is better suited for temperature swings. Note, the hydraulic tensioner will be much harder to move in cold weather, but move nicely once the engine warms up. The manual tensioner works better at different temps, but is more fragile.
The big difference from 2000 to 2003/4 is the redesigned tensioner, it causes less stress on a belt. If a belt lasts 120-150K, great. Inspection of the ribbed side is needed at 105K. I would be more concerned with the S belt at that time.
