Yes, replace the Tbelt and tensioner (tensioner rooler also) and the serpentine belt. The water pump should only be inspected for leaking and looseness at the shaft, it should easily last to 200K miles if you flush and replace the antifreeze with Volvo equivelent.

On my 1998, the fuel filter is accessable without dropping anything, and should have been replaced at 90K miles.
