Assuming the '99XC engine is the same as my 850 (I'm not familiar with the XC), the plugs are directly under the cover located on the top of the engine. With the cover off, you should be able to see the ignition wire boots that slide over the plugs. Lift them off individually, and the plugs will be visible. It's easy to change them, assuming they're not frozen. If they don't loosen with a reasonable amount of force, stop and have a professional take over. It's recommended that anti-sieze be used on the spark plug threads on reinstallation.
