Hot air temp 850 1996

First of all 221F is a bit on the warm side, is the engine fan working?

151F is also a bit warm on the feet, but the vent system is supposed to compensate, unless you have a MCC which means that you have to move the dial down from max heat. The antifreeze flows through the heater core all of the time, there is no valve to regulate the flow.

The MCC uses cables to move the dampers, make sure they work properly.

There is a real need for AC in these cars. The heat coming off the hood warms up the air that gets sucked in to 'cool' the passengers.

If weather permits, you could try forcing water through the condenser/radiator to get some of the accumulated dirt out.
