Just had same problem repaired. Viking Independent Volvo quoted $700, local bodyshop charged $248. Dash has to be r&r'd, new "check strap" welded-in, then area re-sprayed. Very common according to Viking. I had watched a car-wash attentant stop car suddenly with door partially open recently and let the door swing very hard against stop, but weld didn't fail for several months after that. Doubt I'll convince car wash to cough up $250 now.
