turn fogs into DRL V70-XC70

I almost did it to my R yesterday, but I couldn't get the relay out. It feels like it has tabs holding it in, but it was too hard to see and pressing the tabs didn't do any good.

Changing the relay allows the fogs to work if the parking lights or headlights are also on. The fogs will not come on with just the DRLs, I think.
