Can't remove key! New to me '98 V70 V70-XC70

If the key will not turn to position 0, you will not be able to remove the key and you can only remove the key when in park. There is a cable from the shifter to the back of the ignition lock, but no electrical motors under the shifter.

Sounds like you are not fully in P.
