Front Fog Lamp problem 850 1996

I have a 96 850 Turbo sedan with the factory front fog lamps in the front air dam. It seems that they are not aimed properly and so one points at the ground and the other points right ahead. I saw that there is a white piece of plastic on the rear of the unit, but twisting it did nothing for the direction of the beam. Any suggestions?
