The white plastic piece that comes with the timing belt is an after though improvement made by volvo (1994 I think), if the hydraulic tensioner looses the oil inside, then all that is left is a spring that can move far enough to allow the T-belt to jump and destroy the head/valves. The white plastic spacer is a space movement limiter, that less than half inch of restriction is just enough to not allow the belt to jump.
