Warren,

If the other suggestions don't work, consider this.

I had a squeaking noise that only occurs during cold weather. Turns out that the wheel covering rubs against the shroud (cover that houses the turn signal and wiper control stalks).

I removed the shroud and lightly smeared the wheel cover rim with silicone grease.

Problem solved.
