Is the car a 1998 or 99/00? Turbo or NA?

Driving 2Km is hardly getting the engine warm, the engine is in fact running very rich and the spark plugs could be wet with unburned gasoline. Waiting for the gasoline to evaporate from the plugs is probably allowing the engine to run again.
