It is not very common to have to replace the motor/pump. I don't like second guessing other peoples work, but I wonder if they tried feeding power directly to the pump, instead of trying to activate it with the Volvo Scan Tool. If the Brain for the ABS is not working correctly you won't be able to activate the pump, but by leaving the ABS Brain and circuits out of the problem and going directly to the input for the pump you can be more convinced that the pump is in fact not working.
