Antifreeze is always circulating through the heater core, it is the vents that keep it out of the cabin. A vent not closing completely is a real pain to fix. It could be the thermostat controls are not as cold as you would like and leaving the vent slightly open in manual mode.

Why are you in manual mode anyway?
