The fan is controlled by the ECU/M and the ECT sensor, a relay on the fan shroud triggers the fan speeds.

The fan could turn on for a little bit as the car goes through system check after starting, but should not stay on if the coolant is cold or the AC is off.

Replacement of the relay is easy.
