general lack of quality V70-XC70 1999

Has anyone else found the 1999 and 2000 model year Volvo's to be sadly lacking in quality? I have replaced my rear rotors 3 times now with only 30,000 miles on my 1999 V70R. I've done the window pack twice, the power seat twice, the sending unit in the gas tank twice (ran out of gas on the side of the road once with the trip computer still telling me that I had 60 miles until empty), the steering still groans after being in twice, the suspension always groans when the front is under load, not to mention numerous lights going out, etc. I have a friend who is experiencing simmilar issues with his identical car.

I heard somewhere that Volvo has a parts supply deal that went south and they decided it was cheaper to keep replacing the parts in the field, than to litigate thier way out of the parts contract. Anyone else heard this or have any insight as to why these cars seem to be so plagued with quality issues?
