You do have instrument idiot lights when you turn the key to posII?
It is possible that the electrical portion of the switch is worn, but I doubt that. Replacing the security ring was a good idea.
Check the battery terminals for white corrosion. One of the red wires goes to the starter and must be clean. Do you know the voltage at the battery? Have you tried using jumper cables?
Is there any noise what so ever when you turn the key to the start position?
