Engine won't turn over, means the crank is not moving.
Engine won't start means that the engine turns over but is not firing.
Towed car home, how? Rear lift, tow rope, front lift, flatbed?
Starter turns, but not engine? The starter is an electrical motor that has a gear that connects to the flywheel. It is not supposed to run if the solenoid doesn't push the gear into contact with the flywheel.
Wheels locked... Is the shifter in N? Is the key in the ignition? Did it lock up as you were towing it, meaning the front wheels were on the ground and the key was not turned to position II? If so, your tranny is toast.
