2000 S70 non turbo heating and air problem S70

On start up the recirculation button and off button both blink simultaniously for a few minutes then stop. The blower motor is a bit noisy, when it is cool out it runs ok however yesterday it was in the high 80's and the blower would not turn on at all. Is my blower going bad or something else?
