IPD has a HD boost solenoid which is supposed to bring up the boost at about 2500 rpm instead of 3500, new vacuum lines included.

But I am more concerned that the air/fuel mix is too rich at lower rpm. While the engine is cold, that is supposed to be the case. Not after it has warmed up.
