Almost every car I have owned has climbed Pikes Peak, with power to spare. What we are trying to diagnose is the full throttle application from idle. The sudden infusion of gasoline without the like amount of oxygen results in a slow 'creep' until the rpms get high enough to start the turbo and force air into the system to compensate for the additional fuel.
This should never happen at flat lander altitudes. I suspect the system is already running rich at idle due to other causes: poor timing, manifold leak(vacuum), worn spark plugs, and a host of other items.
