Post the water pump question under a proper title - what I have seen suggested is to change the water pump at the third timing belt change at 210K or if you see some of the signs that you mention.
The tensioner might have been changed because it was hydraulic and tedious to compress slowly, or it had leaked - the newer ones are mechanical and seem to have a better reputation.
