Yes, the belt is over due. The hydraulic tensioner is quite reliable and is probably in good shape. The rollers do need to be changed with the belt.

The water pump depends on the type of antifreeze and how often it was flushed. The pump itself is not over expensive and I would change it with this belt change.

Have your sister save the receipt so the next woner will know when it was done and what was done. Go OEM on the water pump and antifreeze.
