Perhaps you had the good fortune to encounter a good technician who actually transferred station memories from your old radio to the new one as it was replaced. More likely is that the dealership never changed the radio because you would never be able to replicate the problem as the weather warmed up. It is a normal situation for a CD mechanism to be more prone to skipping in cold weather (particularly after overnight cold soak)when stiff lubricants restrict the movement of the laser sled and impare the ability of the pick-up to accurately track the disc. It's not a defect and won't harm the discs because it uses an optical pick-up, but it is a temporary annoyance until the unit warms up.
