Are you sure they're correctly aimed? Check here for instructions on aiming. As far as I know, your car still has the knobs for adjustment.

If your light isn't going down on the road, it won't matter how bright the bulbs are. All you'll do is annoy the people driving in front you. Over time (and plenty of component wear: from tires, through suspension, and even the headlights themselves)) the bulbs can come up off the road. Before you blow a bunch of money, try the free thing!
