Whiteblock engine swap 98 - > 99+ ??

I wouldn't bother. The engine block is probably a 2.5L, not the 2.3L that is made for the high pressure turbo (bearings, wrist pins, etc). Your block is probably in fine shape, your head was redone. The new head with VVT will require a better computer to manage the timing. The manifold has different vacuum porting on the 1999.

Find a nice, clean boost control solenoid and blowoff valve to help out the turbo.
