Not being an electrician, I haven't been very good at following up on the 850 reluctance to engage the fan when the coolant is hot - even with the key turned off. The 1998+ cars seem better in this regard, so it might have something to do with the ECU programming.
Even so, once the engine is restarted, the cooling fan should engage if the coolant is above 220F or so, or the temp gauge is higher than the 'normal' reading. The coolant temp sensor is supposed to control the engine cooling fan, via the ECU.
The cooling fan should also engage in low speed if the AC is on, always, and I have had 850's that didn't do this. I am as perplexed as you.
