Timing Belt Replacement 850 1994

Need a quick consultation. Changing out the timing belt on a non-turbo 850. Last time it was done was at 69K, vehicle now has 164K on it. Has run fine between 69K and now, ran fine before starting tear down for belt replacement. I am the one who changed it out at 69K, I remember some but not all of the job. My question: I can not seem to get the two cam pulley marks on their housing mark when the crank mark is at its mark. The crank mark being the scribe mark across the harmonic balancer lined up with the raised forged mark on the block. I do not see any kind of mark on the crank pulley itself. Both cam pulley marks seem 1 and 1/2 tooth short of the mark. Plugs are out and #1 piston seems to be at TDC. Didn't pull distributor cap to see if rotor was pointing at number one. Assuming it is, but may check it later. Wondering if I was off a bit last time or the belt stretched or jumped a tooth. Would vehicle still act normal in this condition? Is it safe to continue leaving the crank on mark and move the two cam pulleys to their mark as I put the new belt on. Comments/advice appreciated. Thanks. Really need the second opinion on this one.
