Hand brake "broken' 850

Before you go to a junkyard, take the center console off and take a look. A 10mm socket, T25 is all you need. After looking, just place the console back down and leave the screws in the ashtray.

Here is what to look for:

A metal plate that has the two cables attached to it. The metal plate comes off with a circlip on both sides - don't loose them!

If a cable is broken or frozen, a lot of tension to one side can break the plate. Pulling the handle up will tell you if a cable is not moving.

If you need a new cable, grab one at a junk yard. It is not easy - the rear seat bottom has to come out, the carpet lifted, a plastic cable holder on the floor needs to be pried up and off the screw protruding through the floor, save the plastic hold down.
Then, outside the car, there is a T27 or T30 to remove the forward holder. There is a rivet that holds the cable to the forward arm of the suspension. Either use a cutting tool/hammer or a drill (1/8) to remove the top of the rivet.
Lastly, the cable attaches to the back of the brake. Twist the plastic a few times and then pull the plastic straight out, it will take some effort. There is an O ring to keep out water.
With the wheel off, rotor off, you will be able to unhook the cable.
