Never push the gas pedal to the floor while the armrest is in the upright position!!

There seems to be a bit more damage than just the vinyl area. Yes, you could do it. I use Loctite Go2 Glue, it is clear and if you let it cure for 24 hours it will form a very strong rigid bond.

Remove the armrest and have a heavy item to keep reasonable pressure on the vinyl during the set and curing process.

For a better fix, visit a pick&pull and find a center console that is not broken, 1998-2000 V/S70, swap the armrest if yours is in better condition. Keep the extra plastic under the brake handle, just in case. Cost should be under $40.

Also a good time to replace the 14V shifter bulb and lighter bulb.
