Hi Kele',

I believe what you are looking at is the engine oil cooler. The 5 cylinder light presser turbo engines from 1999 on ward were changed for engine oil cooling. The older engine (1998 and older) pumped the oil to the radiator for cooling. The new engine (1999 onward) pumped the radiator coolant (anti- freeze) to the engine. The plastic block you mention could be the oil cooler radiator that is mounted to the back passenger side of the oil pan (in Scott's photo it would be on the right side of the oil pan). This oil cooler radiator should have 2 rubber hoses coming out of the plastic block heading up to the top of the engine.

Unless I am not aware of a change in the transfer-case design between 1999 and 2000 you should have the same air scoop that Scott has on his car. If not I would take it back to the dealer and question to why it is missing. This is an important part for the longevity of the transfer-case.
