TRACS doesn't have the capacity to handle a full throttle start.
If you nail it, the momentum you have already built in tire/wheel/hub/axle is too great for the caliper to retard with the capacity of the hyd pump of the ABS.
Read the owner's manual and you will see the text on the TRACS speaks of it as a starting traction aid for foul weather and not a boy-racer device for wheel spin prevention for heavy feet.
STC that came out on 99's with electronic throttle uses the TRACS and the systems' ability to reduce engine power via throttle manipulation to control wheelspin on take off very effectively. The effective part of the STC in the nailing the throttle situation is the throttle modulation and not the TRACS retarding the wheelspin.
