What are you referring too? By program, I assume you are referring to the 'Complimentary preliminary diagnostics' at the participating dealer thing? The way you worded that, I would have thought you were talking about some kind of software to download.
A guy asking on the internet probably can do better for advice that someone just telling him to go to the dealer. He could have done that himself. He could definitely benefit from a VIDA DiCE scan but it doesn't have to be at a dealer. The standard ebay 2014D disc and scanner should do fine for a 16 year old car. Find someone here or at Swedespeed or Matt's Volvo in your neck of the woods that is willing to help you out with a scan.
The earlier post about the ignition switch is worth looking into first. The ignition switch is an expected repair on these cars and the lower column trim is easy to remove. I would disconnect the battery, pull the column trim and unplug that ignition switch. Look for heat damage, discolored plastic around the pins. Plug it back in, reconnect the battery and see if there is any difference. Just unplugging and replugging in can shore up bad connections if only temporarily.
I'm assuming you want to try a DIY repair here. Otherwise, the dealer beckons.
