Right headlight will not work 850 1995

My right low beam will not work. The bulb and fuse are fine. Is there somewhere else I should look? Where is the ground? Is there a fuseable link in the circuit? I tested the circuit for continuity and it read .2V. Is this a possible reading, or is it 12V or nothing? Please help, I don't want to get pulled over again.
