Vibration in steering column and steering wheel V70-XC70 2001

Just purchased 2001 v70 2.4 - The second day began to notice vibration in steering wheel which initially only seemed bad when slowing for light or stop or sitting at light or stop - but now seems more noticeable 100% of time.

Returned to dealer where upon check service rep claims it is a design flaw that all v70s for 2001 and 2002 have - hard to believe since when I called Volvo NA HQ they said that was not true -

Dealer prepared to exchange for new car -

Anyone else has similar problems?
