Vibration in steering column and steering wheel V70-XC70 2001

I get a rear wheel vibration at about 45-55 mph. Severity depends upon tire temperature and surface. Dealer claims to have rebalanced all wheels but it didn't help. I'm going to rotate the tires to see if I can isolate it as a wheel or chassis problem.
