I am not sure on the volvo but on my BMW I have the same problem what happend is
there is a cable that connected to motor driving gear on one end and the other end it connected to the sprocket teeth.. that driven the seat back and forth..

Now what usually happend is the cable at end that connected to the driving gear is popping out.. so when you press the button you can hear the motor are turning but the other end of the cable is not connnected to the sprocket teeth...

it is simple fix.. but you must first located where the cable connected to the sprocket teeth and put it back in place than tighting it down..

on my BMW it hold on in place with a small plate... and due to the car vibration all the screw that hold on to the plate came loose and the cable fall out off place...
