i also strongly disagree. With stock rotors you should be getting at least a few sets of pads out of your rotors. If you do a lot of city driving, the pads wear fast and that could hit your pockets for big bucks. unless you feel a lot of vibration and chattering in the brake pedal or steering wheel then that is not what needs to happen. sounds to me like you might need to find another place to get your car worked on if everything is going to be like that. sounds like a volvo dealership in columbia, sc. if you take your car there for a oil change, somehow you come out with a $1000 bill even after you had your last service interval. also if there is a significantly big lip on the edge of the rotors then they might need to be replaced. other then that, i would not believe that for one second.
